Both the High-Luminosity LHC (HL-LHC) and the high rates of the intensity frontier promise to provide critical information in efforts to test the Standard Model and uncover New Physics. Nevertheless, limitations in our understanding of the structure of nucleons and nuclei will remain dominant sources of systematic uncertainty. The proposed Electron-Ion Collider (EIC) will study deeply-inelastic scattering of leptons and nucleons/nuclei and provide a much-improved understanding of QCD and nucleon/nuclear structure. In this talk, I will describe the EIC and illustrate how it will improve the measurements of both the HL-LHC and the Fermilab high-intensity program.
